    I only count it if it stands on its own and its height is measured from base to habitable top. That's right, I don't count it if it is supported by water, and I don't count those antennas on the top unless you can climb on them safely and feel secure.

    The cable for a space elevator would be so long that it would act like a bungee cord as changes in heating caused vertical oscillations. I doubt that it would get approval by a planning commission or be able to find an insurance underwriter.

    What constitutes being "in the world"? Clearly it does not refer to being literally IN the earth. Does it mean within orbit of earth? In that case, if you go by distance from earth (sea level? center of the earth?) to the top of the structure, ISS easily wins.
