They don’t, anyone with the smallest bit of education in how the internet works(which is all available within the china firewall) should be able to access a node outside of the firewall which permits unrestricted access. It takes a few minutes at most.
China supports it’s firewall with strict sentences for anyone caught attempting to breach it and a system of misinformation.
